The Defense Budget is a compendium of all Department of Defense component budgets (Military Departments and Defense Agencies) summarized by the Office of the Secretary of Defense with each component budget retaining individual identity. The Undersecretary of Defense (Comptroller) / Chief Financial Officer is responsible for its preparation.
The budget is formulated throughout the late summer and fall and is submitted to the President's Office of Management and Budget. OMB incorporates it into the President's Budget which is submitted to the Congress not later than the first Monday in February.
The budget includes a large number of data displays organized to facilitate Congressional consideration and oversight. There is also detailed explanatory material called Justification Books.
