The NMS, signed by the Chairman of the Joint Chiefs of Staff, supports the aims of the National Security Strategy (NSS) and implements the National Defense Strategy (NDS). It is a biennial report that describes the Armed Forces' plan to achieve military objectives in the near term and provides the vision for ensuring they remain decisive in the future. It also provides focus for military activities by defining a set of interrelated military objectives and joint operating concepts from which the Combatant Commanders and Service Chiefs identify desired capabilities and against which the Chairman assesses risk.
Title 10 U.S. Code prescribes specific contents for the National Military Strategy report, including the strategy itself, the strategic environment, threats, military objectives, means for meeting those objectives, and required resources.
