Joint Strategic Capabilities Plan (JSCP)

The JSCP provides military strategic and operational guidance from the Chairman of the Joint Chiefs of Staff (CJCS) to the Combatant Commanders and the Service Chiefs for preparation of plans to accomplish tasks and missions using current military capabilities. This Secret document translates strategic policy end states received via the Secretary of Defense's Guidance for Employment of the Force (GEF) document.

The JSCP is the primary vehicle through which the CJCS exercises responsibility to provide for the preparation of joint operation plans. It apportions limited forces and resources to combatant commanders, based on military capabilities resulting from completed program and budget actions and intelligence assessments. The JSCP provides a coherent framework for capabilities-based military advice provided to the President and Secretary of Defense.
